The council takes revolutionary comfortability on how our administrative wing complied on oversight matters. The vibrance and relevance if the Council is defined, amongst other things, by its oversight role accompanied by project monitoring and evaluation.
Through the Office of the Speaker, the Council has established a number of Portfolio Committees that co-ordinate the functional responsibilities of the Council. These committees are chaired by the Portfolio Heads that are elected by the Council who will in turn report directly to the Executive Committee. It is this committee that makes recommendations to the Council for adoption of resolutions. The level of maturity by all councillors of uMzimkhulu has made the responsibility of Speaker to be seamless.
Through this article, may I report that Section 79 committees are fully functional. This was remarkably mentioned by the Auditor General of South Africa in the previous financial year report. In addition, Council has recently adopted the 2025/2026 Budget which is fully funded, and this was preceded by a 4-day budget retreat that was attended by Senior Managers, municipal leadership, Middle managers and Executive Committee members.
Our Public Participation Office is fully functional, and this is evidenced by Cogta through the verification reports they are producing on quarterly basis. We furthermore would like to express our gratitude to our Ward Committees for displaying both maturity and commitment, our municipality had been profiled as the most compliant municipality in Harry Gwala District on Ward Committee performance. However, we acknowledge that we need to improve on our service delivery interventions and provide appropriate responses on issues raised. Our Rapid Response Committee is regularly seating whereby we are able to attend in time issues that may culminate into the protest actions.
Finally, as we are preparing for the new financial year, we have ensured that all ward committees are well capacitated so that they will be able to generate quality reports.
